Professional Overview
Ilir Çepani is a career diplomat and an independent legal and intelligence-reform expert with more than 35 years of experience in public service. He has served in senior diplomatic positions in Austria, Switzerland, and at the United Nations Offices in Vienna during the periods 1985–1993 and 2000–2005, representing the Republic of Albania in key negotiations and multilateral processes on security, governance, and international cooperation.
Today, he works as an independent strategist, legislative architect, and policy advisor focused on modernizing Albania’s intelligence, security, and justice systems according to the highest standards of the United States, the United Kingdom, Germany, Italy, NATO, and the European Union.
